Immigration Analysis - September 2026

IRCC has shifted to highly targeted, back-to-back invitation rounds. We are seeing frequent CEC and PNP draws alongside category-based selections, heavily prioritizing specific economic and labour market needs.

Key trends this month

  • CEC minimum CRS scores have been between 515 and 520 in recent rounds
  • IRCC is conducting multiple category-based draws within the same week
  • PNP draws require approximately 700+ CRS, including the 600-point provincial nomination boost
  • Canadian Experience Class applicants residing in Canada are currently receiving priority

Strategy for 2026

We strongly recommend entering the Express Entry pool as soon as your IELTS/PTE and ECA are ready. Being in the pool early increases your chances of receiving an invitation.

Critical IRCC Rule Changes

PGWP & Student Visas

  • No more flagpoling:PGWP applications must now be submitted online.
  • Co-op permits: Separate co-op work permits are no longer needed if the placement is under 50% of the program.

Spousal Work Permits

  • Restricted Eligibility: SOWPs are now largely restricted to spouses of Master's and PhD students.
  • Final term exclusion: Spouses of students in their final academic term are generally ineligible for SOWP renewals.

Provincial Nominee Programs (PNP) & OINP Overhaul

  • Devolution of Authority: Provinces now have sole responsibility for assessing a candidate's intent to reside and economic establishment, speeding up federal processing.
  • Major OINP Redesign (Effective June 26, 2026): Ontario has discontinued its previous streams (including Human Capital Priorities, International Student, and Employer Job Offer) and replaced them with a single Ontario Workforce Priority Stream (OWPS).

    New OWPS Categories:

    • TEER 0 to 3 Pathway (higher-skilled)
    • TEER 4 to 5 Pathway (lower-skilled)
    • Self-Employed Physicians
  • New OINP Regional Scoring System: Candidates under the new OWPS are now ranked out of 130 points, with a strong focus on regionalization. Points awarded based on job offer location:
    • Northern Ontario: 15 pts
    • Eastern/Southwestern/Central (outside GTA): 10 pts
    • Outside Toronto (within GTA): 5 pts
    • City of Toronto: 0 pts
  • Waitlist Transparency: IRCC now publishes monthly updates on PNP applications waitlisted due to the Immigration Levels Plan.
